Advocates suggest that thousands of fans may have been affected by these issues.

StubHub has stated that many of the problems experienced by fans during this World Cup are related to a new ticketing application introduced by Fifa shortly before the tournament. A spokesperson for StubHub explained that these are “transfer problems, not ticket problems,” attributing the issues to “significant performance issues” with Fifa’s app that have impacted ticket transfers across various resale platforms. It is important to note that StubHub’s FanProtect guarantee promises tickets that are “the same as or comparable to those you ordered.” However, this comparability is often based on the ticket’s price, not its location within the stadium. This could mean that replacement tickets, while matching the original purchase price, may be for less desirable seats.

Fans who no longer wish to attend a match may consider disputing the charges with their credit card company. Additionally, formal complaints can be lodged with regulatory bodies. In the United States, residents can contact the Federal Trade Commission and their state’s attorney general. Outside the U.S., fans can file complaints with their local consumer regulators. The situation highlights ongoing discussions about the need for consumer protection laws, such as the Ticket Act, which aims to ban speculative ticketing.
